With reference to your letter of the 1st. instant

on the subject of the proposed Opium Conference at The

Mague, I um directed by Secretary Sir E. Grey to trans-

mit herewith, to be laid before the Secretary of State

for India-in-Council, the recommendations of the inter-

departmental fonference which was held on July 18th. at

this Office for the purpose of considering the propos-

als of the United States Covernment and sugresting the

tems of a reply.
